Archery Permits: Deer and turkey hunters are reminded that 2009 Illinois Archery Deer Hunting permits (combination archery and antlerless-only archery permits) and turkey fall archery permits are available over-the-counter from DNR Direct permit sale locations throughout the state. Firearm and Muzzleloader Permits: Illinois land Firearm and Muzzleloader-only Deer permits that have not yet been issued to hunters can be purchased over-the-counter for the first time this year. The Firearm Deer Season is Nov. 20-22 and Dec. 3-6. The Muzzleloader-only season is Dec. 11-13. Spring Turkey First Lottery: Resident Illinois hunters may now apply for the first lottery for 2010 Illinois Spring Wild Turkey Season permits online through DNR Direct, available through this link: http://dnr.state.il.us/license.html. The application deadline for the first lottery for 2010 resident spring turkey permits is Dec. 1, 2009.

Celebrity Quail and Pheasant Hunt: The annual Illinois Conservation Foundation Gary Watson Celebrity Quail and Pheasant Hunt will be held Nov. 8-10 at the Rend Lake Resort, Whittington. The price for the event is $600 per person, which includes two nights lodging, meals, refreshments, guides, dogs, ammo, and gifts. Practice Range Open: The World Shooting and Recreational Complex in Sparta is providing practice shooting opportunities for shotgun and black powder hunters. Range hours are 11 a.m. to 6 p.m. on Nov. 7-8 and Nov. 14-15. 30-, 50- and 100-yard ranges are available. The cost is $3.00 per shooter per day (one paper target will be supplied). Illinois Conservation Foundation Youth Achievement Scholarships: Nominations are being accepted until Dec. 1 for the Youth Achievement Scholarship Program from the Illinois Conservation Foundation. IDNR Public Illinois Land Sites Open During Late Winter Deer Hunt: A number of IDNR sites will be open for hunting during the Late-Winter Deer Season in Illinois. The 2009-2010 season dates are Dec. 31-Jan. 3 and Jan. 15-17. Only antlerless deer (doe or buck with antlers less than three inches) may be taken during this season.
The following sites are only open to hunters with a Site-Specific Late-Winter Deer Permit. Permits for these sites are limited and will be available over-the-counter through DNR Direct license and permit agents beginning Dec. 15. Unfilled 2009 site-specific firearm or muzzleloader permits for these sites are NOT valid during the Late Winter Deer season:

Permits for the counties open for the Late-Winter season will be available over-the-counter through DNR Direct license and permit agents beginning Dec. 15. As in years past, unfilled firearm, muzzleloader, and youth firearm permits for the county in which the site is located will be valid for this season at the site. Unfilled site-specific firearm or muzzleloader deer permits are also valid for the sites listed below. Where site boundaries extend over more than one county, only the portion of the site that lies within an open county is open to Illinois hunting.

Attention Marseilles SFWA Hunters: Due to site staff shortages, there are changes in hunting hours scheduled at the Marseilles State Fish and Wildlife Area. Only the days listed below are affected. On all other days, the site will be operated as it has been in previous years. The changes are as follows:
November - site closes at noon on the following days: Nov. 1, 7, 8, 9, 14, 15, 18, 27, 28, and 29.
December - site closes at noon on the following days: Dec. 10, 19, 20, 24, 26, 27, 28, 29, and 30.
January - site closes at noon on the following days: Jan. 2, 3, 9, and 10.
The site will be closed on Thanksgiving, Christmas, and New Year's Day, as it has been in the past. The site will be open as usual for the first and second firearm deer seasons and the muzzleloader deer season. The Late-Winter deer program will not be offered at Marseilles SFWA. However, the site will be open all day on Dec. 31 and until noon on Jan. 2 and 3 for archery deer hunting. The last day for hunting at Marseilles SFWA for this hunting season will be Jan. 14, 2010. Restoration Plan: The IDNR and the Illinois Environmental Protection Agency invite public review and comment on a natural resources restoration plan. A Natural Resource Damage Assessment (NRDA) settlement provided approximately $130,000 as compensation for natural resource injuries. On June 22, 2001, near Charleston, IL, Vesuvius USA experienced a factory malfunction that in turn resulted in the release of furfural and injury to natural resources. The hazardous substance entered Cassell, Riley, and Kickapoo Creeks, tributaries of the Embarras River. IDNR biologists documented 100 percent mortality for aquatic flora and fauna within nine miles of the tributary system as a result of this release. The proposed restoration plan will use the settlement funds for a natural resource project which is outlined in the restoration plan. Grants for Teaching Kids: The Illinois Conservation Foundation (ICF) and the IDNR Division of Education are working together to offer the Schoolyard Habitat Action Grant program and the Rain Garden Initiative this year. Educators and youth group leaders may apply for up to $600 from the Schoolyard Habitat Action Grant and/or up to $500 from the Rain Garden Initiative. The application forms for both programs may be accessed through the IDNR web site at http://dnr.state.il.us/education/CLASSRM/grants.htm, Wildlife habitat areas and rain gardens offer many educational opportunities. These funds can help provide hands-on stewardship activities for the natural resources leaders of the future. The application deadline for both programs is Nov. 30. The ICF administers both of these grants. The Schoolyard Habitat Action Grant program is funded by private donations. Partial funding for the Rain Garden Initiative is provided through a Cooperative Agreement from the U.S. Fish and Wildlife Service.
Clean Vessel Grants: The IDNR is soliciting applications for grants to be awarded through the federal Clean Vessel Act grant program. Local governments and operators of private marinas, boat yards and yacht clubs may apply for the grants to build or upgrade marine sewage disposal systems and renovate pumpout stations used by recreational boaters. Applications must be sent to the IDNR, which will forward proposals to the U.S. Fish and Wildlife Service for consideration. Applicants whose projects are approved will be reimbursed for up to 75 percent of allowable expenses to construct or renovate stations and waste reception facilities. Grant funds are generated from excise taxes on fishing equipment, import duties on tackle and boats, and motorboat fuel taxes. ISM Science Series: The November program in the Illinois State Museum’s monthly science series focuses on the early 20th century. Lockport Gallery Program: In conjunction with the exhibition “The Leaf and the Page” at the Illinois State Museum’s Lockport Gallery, the first in a series of Sunday afternoon programs is planned for Nov. 8 at 2 p.m. The “Meet the Artist” talk will feature Chicago artist Winifred Godfrey.
